ICSD President-candidatePriorities and the concept as ICSD President Dear sports friends,
Russian Committee of Deaf Sports has nominated me for the candidacy as the President of the International Committee of Sports for the Deaf on 4 September 2009 on occasion of the 42 Congress in Taipei, Chinese Taipei and has already informed all nations.
About 30 years I supervise over Deaf Sport of Russia and for many years from 1987 till 2008 I had been an Executive Committee Member of the European Deaf Sport Organization. Within these years I had the opportunity to collect experiences in the organisation of sports events and sports workshops. I am convinced that I am qualified for assuming the responsibility as the ICSD President. I would like to introduce my priorities and conception:
Priorities and the concept as ICSD President: 1. Close cooperation with the International Olympic Committee (IOC) 2. Improvement of quality of organisation of Winter and Summer Deaflympics in strict conformity with rules and regulations of the IOC and the ICSD 3. The development of direct connections with every national sports organisation; treat each National Sports Association fairly and equally by strictly in conformity to spirit and the letter of the ICSD Constitution; 4. Have "a clean sport", that is, to implement and enforce rules against using doping by athletes; 5. To improve and strengthen ties with the IOC, IPC, International Sports Federations, the Regional Organisations - EDSO, PANAMDES, APDSC and CADS, National Olympic Committees, World Federation of the Deaf with constant exchange of the information and meetings with leaders of these organisations; 6. Support and encouragement non-Olympic sports through regular competitions. Expansion of the Deaflympics Program with new sports; 7. Increase the membership base by attracting new countries from Africa, Asia and Latin America through training, encouragement and the and help other countries to initiate and lobby their governments to provide more financial assistance to their deaf sports programs (including explaining and giving the examples of the purpose and aims of recently accepted UN International Convention on Rights of Persons with Disabilities and my Russia's government's recently passed legislation called “«the Law on sports in the Russian Federation”); the organisation of Seminars for sports federations in the world’s developing countries; 8. The creation of federations as large as necessary for different sports for organisation of the World championships by all sports on analogue of the International Sports Federations; 9. Raise funds to make the organisation financially strong and sound; 10. To give deaf women more leadership roles in the deaf sports;
These are my pronounced priorities and conception for the coming four years. And as a matter of course I won’t be able to realise them without the help. Responsibilities are going to be delegated to further members of the Executive Committee and I would be pleased to find capable and experienced people from all over the world who are prepared to assume the responsibility for particular tasks. I will do my very best to promote the positive development of the world wide deaf sports, I count on the support of the Delegates of this Congress and those who are really concerned by the deaf sports.
