main / rcds presidentRCDS PresidentValery RukhledevMr. Valery Nikitich Rukhledev was born 18 January 1948 in Zaozernyj, in Krasnoyarsk Region (Siberia), the Russian Federation.Education: He was educated at boarding school No. 97 for deaf and hard of hearing children in Odessa, and then did Odessa Pedagogical University degree in 1974. In 2003 he was elected academic of the Academy of State safety, Defence Law and Order of the Russian Federation; In 2004 he completed a doctorate in philosophy. Social Activity: From 1982 he headed the PE and Sports Department in the Central Directorate of All-Russian Society of the Deaf (VOG). From 1989 he is the Head of Foreign Affairs Department of Central Directorate of All-Russian Society of the Deaf. From 1993 Rukhledev has been elected as the ARDS Central Directorate Member, Presidium Member, VOG Vice-president From 2003 – has been elected the VOG President; From 2004 – Board Member on Persons with Disabilities Affairs with the Chairman of Federation Board of the Federal Assembly of the Russian Federation; From 2004 Valery Rukhledev has been elected as Director of the Eastern Europe and Middle Asia Regional Secretariat of the World Federation of the Deaf (WFD EEMARS); From 2009 – Board Member on Persons with Disabilities Affairs with the President of the Russian Federation. Sports Activity: In his youth Rukhledev was one of the outstanding deaf athletes of the USSR, Russia and Ukraine. Between 1966 and 1969 he was European youth champion, and also USSR youth champion in sambo, judo and freestyle wrestling. Between 1969 and 1973 he won awards at the world judo championships and was USSR champion (among deaf and hearing people). At the World Games of the Deaf he was a sixfold champion, both in Greco-Roman and freestyle Wrestling. During sports competitions he won 11 international tournaments on different styles of Wrestling; In March 1993, following a proposal from the International Committee Sports for the Deaf the Russian Deaf Sports Union (RSSU) was established, with Rukhledev as its first President. Since 1987 – 1990 and since 1996 – 2008 has been European Deaf Sport Organisation Executive Committee Member; In 2004 Valery Rukhledev was elected the Russian Committee of Deaf Sports President. State, social rewards and honorary titles: Valery was awarded two state orders “Peter the Great” and “For Restoring Russia”, the medal for “For merits in sports”, the diploma of International Olympic Committee (IOC) named “For outstanding achievement in development of sports and friendship between nations”, the All-Russian Society of the Deaf badge “For the Special Merits”, has the honorary title “Honoured activist of physical culture in the Russian Federation”, “Honoured Master of International Sport” and 1st Class International Social Merit Award of the World Federation of the Deaf. In 2001 at the 37th ICSD Congress Rukhledev was awarded the title “Olympian of the Century”. Contacts with the state authorities: On the issues of the Deaf Valery Rukhledev met for several times: - President of the Russian Federation Dmitry Medvedev - The Prime-Minister of the Russian Federation Vladimir Putin; - The Chairman of the Federation Board of the Federal Assembly of the Russian Federation Sergey Mironov; - The governors of the Russian Federation regions and others. He participated in official state delegation of the Russian Federation in UN Ad Hoc Committee on a Comprehensive and Integral International Convention on the Protection and Promotion of the Rights of Persons with Disabilities work in New-York, USA; On V. Rukhledev’s initiative and his personal participation State Conception of Deaf Sports development and Deaflympics activity was prepared in Russia and Federal Law of the Russian Federation No. 329-FZ on PT and Sports in the Russian Federation (04.12.2007), where separate line DEAF SPORTS and recognized Russian Committee of Deaf Sports. | ||||||||||
