IV. RCDS MANAGING AND CONTROL BODIES

4.1. The superior managing body of the RCDS is the Deaf Sport Meeting (Conference) called by the executive committee once a year. The portback election Deaf Sport Meeting (Conference) is called by the Executive Committee once in four years, in the year that follows the year of Summer Deaflympics. An extraordinary Deaf Sport Meeting (Conference) can be called by the decision of Executive Committee or on the demand of majority of the RCDS members.

4.2. The Executive Committee must inform the RCDS members about the place and date of Deaf Sport Meeting (Conference) once month prior to the Deaf Sport Meeting (Conference).

4.3. The norm of the RCDS members` delegates representation is stipulated by the RCDS Executive Committee.

4.4. Deaf Sport Meeting (Conference) has right to make decisions in the presence of the majority of delegates, representing the majority of the RCDS members. The decisions are accepted by the majority of delegates` votes in the presence of quorum. The decisions on proposition of amendments or additions to this Statutes, reorganization or liquidation of the RCDS are to be accepted by 2/3 of delegates’ votes in the presence of quorum. The type of voting is to be determined by the Deaf Sport Meeting (Conference).

4.5. Ordinary or extraordinary Deaf Sport Meeting (Conference) has right to view any issues concerning the RCDS activities.

4.6. The exclusive competence of the Deaf Sport Meeting (Conference):
  • Adoption of the RCDS Statutes, proposition of amendments and additions to the Statutes;
  • Election of the President for the four year period, determination of its cabinet, at that, at least 80 % of Executive Committee members are to be Deaf persons;
  • To make decisions on early termination of powers, reelection and change of the RCDS Executive Committee members;
  • Election of the chairman and members of Control-revision commission for the four year period;
  • Confirmation of Control-revision commission Regulations;
  • Hearing of Executive committee and Control-revision commission reports;
  • Decision making on liquidation or reorganization of the RCDS;
4.7. A permanently acting managing collegial body of the RCDS in the period between Deaf Sport Meetings (Conferences) is the Executive Committee

4.8. Deaf Sport Meeting (Conference) sessions take place at least once in a quarter. The session should be called by the President. Extraordinary sessions can be called on the decision by the majority of Executive Committee members or on the demand of the President. The Executive Committee members must be informed about the call up fifteen days prior to the session day. The session is to be performed by the President of the RCDS or, in case of his absence, one of the vise-presidents on behalf of the President.

4.9. The Executive Committee sessions are lawful in the presence of the majority of Executive Committee members. The decisions are made by the simple majority of Executive Committee members votes in the presence of quorum. The type of voting is to be determined by the Executive Committee.

4.10. Executive committee competence:
  • Executes rights and obligations of the juridical person on behalf of the RCDS
  • Implements the execution of decisions of Deaf Sport meeting (Conference)
  • subject to the President`s opinion: elects among its Executive Committee membership the vise-presidents of the RCDS, determines its quantitative composition, and makes decision on early determination of powers, reelection or change of the RCDS vise-presidents.
  • Decides to call the Deaf Sport meeting (Conference);
  • Confirms the RCDS budget and report on the execution of the budget;
  • Prepares and passes on amendments and additions to the Statutes to be adopted by the Deaf Sport meeting (Conference)
  • Executes the enrollment and expels from the RCDS  membership;
  • Determines the strategic lines of sport development among Deaf people;
  • Coordinates the activity of physical training and sport public associations of Persons with Disabilities on sport development among Deaf people;
  • Implements informational support of the RCDS members;
  • Decides to organize mass media (magazines, newspapers, web-site);
  • Administers estate and funds of the RCDS;
  • Determines entrance and membership fees;
  • Makes decisions on establishment of branches and representative offices of the RCDS;
  • Confirms Regulations on branches and representative offices of the RCDS;
  • Appoints heads of the branches and representative offices of the RCDS;
  • Attracts new RCDS members;
  • Decides to enter into public associations, their committees and communities;
  • To found in the frames of the RCDS medals and other awards for a major contribution to the sport development among Deaf people;
  • Decides to establish commercial or non-commercial organizations;
  • Decides to establish the RCDS Commissions, committees and confirms its regulations;
  • establishes commissions and committees;
  • appoints the chairmen of the RCDS commissions;
  • works out and confirms the RCDS programs, provides their implementation;
  • coordinates RCDS members activity;
  • works out and confirms the schedule, establishes the official salary in accordance with the labor law of the Russian Federation;
  • accountable to Deaf Sport meeting (Conference);
  • generalizes RCDS members proposals on amendments and additions to the Statutes;
  • executes other functions, excluding those referred to the exclusive competence of Deaf Sport meeting (Conference);
4.11. The RCDS President:
  • must be Deaf person;
  • exercises rights and obligations of the juridical persons on behalf of the RCDS;
  • represents the interests of the RCDS in relationship with all interested parties, including foreign ones without power of attorney;
  • is to be elected at the Deaf Sport meeting (Conference) for the four year period and can be reelected;
  • conducts the RCDS Executive Committee activity;
  • provides implementation of Deaf Sport meeting (Conference) decisions;
  • Administers estate and funds of the RCDS according to his competence;
  • Opens operating and other accounts;
  • Signs documents, issues powers of attorney;
  • Imposes orders compulsory for the stuff;
  • Has a primary authority to sign financial documents;
  • Allocates obligations between the members of Executive Committees;
  • Concludes treaties, signs agreements due to the Statutes and existing legislation;
  • accountable to Deaf Sport meeting (Conference);
  • is liable for execution of the stated goals and tasks, RCDS activity before Deaf Sport meeting (Conference);
  • executes other functions, excluding those referred to the exclusive competence of Deaf Sport meeting (Conference);
  • arranges the session of Deaf Sport meeting (Conference) and the RCDS Executive Committee;
  • organizes office management of the RCDS, signs session reports of Deaf Sport meeting (Conference) and Executive Committee;
  • considers the proposals of Executive Committee members and puts them on the agenda of Executive Committee and Deaf Sport meeting (Conference);
  • signs documents subject to his competence;
4.12. The obligations of the President during his absence are executed by one of the vise-presidents on the instructions of the President.

4.13. Vise-presidents:
  • are elected among Executive Committee members  by the Executive Committee on presentation of the President for the period of the presidential term, and can be elected for another term;
  • represent the interests of the RCDS in relationship with all interested parties, including foreign ones by attorney signed by the RCDS President;
  • responsible for the scope of activity instructed by the RCDS President;
  • submit proposals on popularization and improvement of the supervised kind of sport;
  • the vise-presidents powers can be revoked ahead of time by the decision of the RCDS Executive Committee subject to the President` s proposal.
4.14. Control-revision commission of the RCDS is to be elected for the four year period by Deaf Sport meeting (Conference) to control financial and economic and Statutes Activity of the RCDS. The quantatative composition, the election and recall order of control-revision commission` s members is determined by the Deaf Sport meeting (Conference).the activity procedure of the control-provision commission is determined by the Regulation confirmed by the Deaf Sport meeting (Conference).

4.15. The competence of the RCDS Control-revision commision:
  • checks annually  financial and economic activity of the RCDS;
  • can arrange specials checks at its discretion;
  • examines claims and issues between the RCDS members;
  • accountable to Deaf Sport meeting (Conference).
  • Informs Executive Committee about the checks result;
  • The Executive committee` s report can not be confirmed without a conclusion of control-revision commission.
4.16. The members of Executive Committee or the RCDS staff cannot be the members of control-revision commission. The activity of the Control-revision commission is managed by the chairman elected by the Deaf Sport meeting (Conference) for the four year period. The chairman can be elected for another term. During the check on the demand of the control-revision commission all the officials and staff must provide all the necessary documents and to give explanations.
